Responsibilities of the Political Sector of the Embassy

The attributions of the Political Sector of the Embassy of the Republic of Mozambique in Portugal are:

  • To guarantee the political representation of the Mozambican State before Portuguese State Institutions, the CPLP Secretariat and the Diplomatic Corps Accredited in Portugal;
  • Defend the interests of the Republic of Mozambique and the protection of Mozambican citizens;
  • Ensure the exchange of information between the two countries, through the most appropriate channels, on the political, economic and socio-cultural situation;
  • Promote bilateral cooperation initiatives and in the context of the CPLP;
  • Assess the degree of implementation of programs and projects created under bilateral agreements and in the context of the CPLP;
  • Promote harmony within the Mozambican Community.

Diplomatic relations between the Republic of Mozambique and the Portuguese Republic were established on 25 June 1975, the day of the proclamation of the National Independence of Mozambique.

On October 2 of the same year, the first Cooperation Agreement between the two States was signed.

In 1977, the first Ambassador Extraordinary and Plenipotentiary of the Republic of Mozambique in the Portuguese Republic was accredited in Lisbon, Ambassador Armando Panguene.

On May 25, 1981, Mozambique and Portugal signed Cooperation Agreements in the Commercial, Economic and Health areas. In November of the same year, General António Ramalho Eanes made the first visit by a Portuguese Head of State to the Republic of Mozambique.

In October 1983, Marshal Samora Moisés Machel, President of the People’s Republic of Mozambique, carried out a State visit to the Portuguese Republic which had as one of the main milestones the signing of the Treaty of Friendship and Cooperation between the two States.

In the four decades of diplomatic relations between Mozambique and Portugal, cooperation has registered a substantial increase, covering all areas of activity of the State.

In 2010, the Bilateral Summits were instituted, which constitute a mechanism for political dialogue, at the highest level, on matters of common interest.

In 2011, the 1st Mozambique – Portugal Bilateral Summit was held in Lisbon. In 2014 and 2018, the II and III Bilateral Summits took place, respectively, both in Maputo. In 2019, the IV Bilateral Summit took place in Lisbon. The V Summit is scheduled for Maputo in 2020.

Within the scope of the Community of Portuguese Language Countries, CPLP, created in 1996, the Republic of Mozambique, a founding Member State, guides its actions in strict observance of the principles and objectives established in the Constitutive Act of this Organization.
